Texting registration no longer reports "Complete" without a registered brand

What We Fixed

Retrying a failed A2P brand registration clears the brand so it can be resubmitted. The carrier campaign behind it survives that reset, so the next status sync from Twilio pushed the registration straight back to “approved” — over a brand that was no longer there. The Texting settings page then showed “Registration Complete!”, the admin panel showed blank brand fields with no action offered, and outbound texting stayed off with nothing explaining why. The one button that could rebuild the brand refused to run, because it only accepted a brand in a FAILED state and the retry had just cleared that value.

Now an approved campaign no longer marks the registration complete when there is no brand behind it, both the customer’s Texting page and the admin panel name the state and point to the fix, and resubmitting business information works whenever a brand is missing — not only after an explicit failure.
